Physical therapy qualifies as an approved TEFA expense
Under Texas Education Freedom Accounts, educational therapies is an approved expense category. Pediatric physical therapy delivered by a licensed PT who is registered as an approved TEFA vendor qualifies under this category.
For children with IEPs who qualify for the $30,000 disability funding tier, physical therapy often appears directly in the plan, particularly for children with motor delays, neuromuscular conditions, orthopedic diagnoses, or developmental differences that affect movement and physical function.
What physical therapy addresses for kids with IEPs
Gross motor development. Walking, running, jumping, climbing, and the full range of large-body movement skills. For children with developmental delays, hypotonia, or neurological differences, these milestones may come later and with more effort. PT targets the underlying strength and coordination that makes them possible.
Balance and coordination. A child who trips frequently, struggles with stairs, or can't ride a bike often has underlying balance or proprioceptive challenges. PT works on the vestibular and sensory systems that give the body its sense of where it is in space.
Strength and endurance. Many children with hypotonia, cerebral palsy, Down syndrome, or other diagnoses have muscle strength and stamina challenges that affect school and daily life. PT builds functional strength that transfers to real activities.
Gait and movement patterns. Toe walking, in-toeing, wide-based gait, and asymmetrical movement patterns can all affect long-term joint health and physical function. PT identifies and addresses the root causes.
Post-surgical rehabilitation. Children who have had orthopedic surgeries or other interventions often require structured PT to regain function and return to normal activity. TEFA funds can cover this rehab for eligible families.
Participation in school and community activities. PT goals in an IEP are often tied directly to school participation: navigating hallways, managing the playground, participating in PE, carrying a backpack.

My child has cerebral palsy. Does TEFA cover PT?
Yes. Cerebral palsy is a qualifying disability under Texas Education Code Section 29.003, and children with a CP diagnosis and an IEP typically qualify for the $30,000 TEFA tier. PT is almost always a component of a CP care plan.
My child toe walks. Is that enough to qualify for PT under TEFA?
Toe walking alone is unlikely to qualify for the $30,000 disability tier, but it is a legitimate reason to pursue a PT evaluation.
